Obtain the property rights or lease a building. It's obviously much cheaper to buy or lease a building, especially one that was already designed for a roller skating rink. If you have to start from scratch, you will have more creative control but will also need a much larger budget.

Obtain insurance on the building and liability for the business. Roller skating is a physical activity that carries a small chance of injury to anybody skating. Make sure you get insurance that not only protects the business and its property but also insures against individuals who could sue for injury at the rink.

Purchase roller blades and other equipment. You need to get a lot of roller blades in every size. Most roller skating rinks have a DJ and high-quality sound equipment. Also purchase a good public address system.

Hire staff, including front-desk clerks, supervisors, security guards, management and food/drink vendors (if you choose to sell food and drinks).

Set prices and devise special promotions and theme nights. Advertise and promote as much as you can, targeting youths and families. Try to offer great deals to begin with and slowly break even on the budget when you form a steady following.
