Develop your hockey skills as much as possible. Scouts and anyone else who recruits for a hockey team are primarily looking at your skills on the ice. If you want to be recruited, then, you should do everything you can to improve your on ice play, such as practicing on your own time, starting a strength and conditioning program and asking your coach or other players what areas of your game need work.

Attend tournaments and other high profile hockey events where scouts might congregate. Try to play well at these events to impress anyone who might be watching in the stands.

Try out for all star teams or similar teams, as recruiters and scouts will be paying more attention to these elite teams.

Contact a scout or coach yourself, especially if you want to be recruited by another amateur team and are not yet eligible for college teams and professional leagues. Smaller teams will have only limited scouting capacities, and you may have to make yourself known to them before you will be recruited.
