Frankly, the waterproof sock market is a niche market where only a handful of manufacturers compete. This makes it relatively easy to select socks because there isn't that much to compare. You want a good waterproof/breathable membrane like Gore-Tex. The socks should have some stretch to them so that they slide on easily and adhere to your foot. You'll want something to wick moisture -- either an inner layer of the sock itself or a separate sock liner. Be sure to differentiate between "water-resistant" socks and "waterproof."
