1
Find a leotard. The leotard can be your big sister's old one, a leftover dress up outfit or an inexpensive leotard from a local department store. Choose the color that will show off the gems the best.
-
2
Purchase enough tulle, bathing suit material or other material to make a tutu type skirt. Determine the use of the ice skating costume. If it is for ice dancing, a longer skirt will look best. If it is for a practice outfit, keep the skirt short for maximum movement. The fabric can be bought at discount fabric stores or from a low-cost superstore. You can also use leftover fabric from your last costume project.

3
Attach the skirt to the leotard with needle and thread. A sewing machine could be used. An imperfection in the stitching can be covered up later with decorations.
-
4
Purchase or borrow a machine that will attach stones and gems to the costume. For example, Gem Magic is easy to use and inexpensive to purchase.
-
5
Create a pattern for the gems and then attach the gems in the correct location.
-
6
Add bows and ribbons to the waist to cover where the skirt and the leotard connect.
-
7
Add a soft translucent fabric to the arms of the leotard if you want more of a short sleeve on the costume.
