First off, find yourself a cheap ten speed. You can find used ones on different web sites or even a yard sale. Make sure you find one with a frame that is suitable to your size.

Take it home and start ripping it apart. Take off the gears and the rear brakes. Some people take off the front brakes as well but it is nice to have some stopping power as apposed to having to drag your feet to stop.

Change the crank shaft and lower pulley. This might actually be the most expensive part. It's hard to find crank shafts for under 50 dollars but you might get lucky.

Paint it. Take the wheels off and come up with a nice paint design for it. Tape up all the parts you don't want to get overspray on, sand it down with fine sand paper, spray it with primer paint, color paint, and then a clear coat, this will help keep it from getting chipped and scratched.
